For players weighing a level 65 unique against a well-rolled rare, that distinction matters more than the headline physical damage. Its Real Strength Is Ammo Flow During Clears

The Last Lament combines 250-300% increased Physical Damage, 10-20% increased Attack Speed, Life leech, and a chance to load a bolt into all Crossbow Skills when an enemy dies. The important line is the kill trigger.
